Read this carrefully:

TomTom LIVE Services are 'live connected' services. Information and updates for each service - such as the latest traffic information, or weather forecasts - are sent directly to the GO 9000/ PRO 9100 / PRO 9150 or using the LINK 300/ 310/ 510 sent on the GO 7000/ PRO 7100/ PRO 7150. No need to activate anything or to connect a mobile phone to your navigation device. Just get on the road, and your device does the rest. The TomTom LIVE Services require a subscription to WEBFLEET....

all above (LIVE) units will not work w/o WEBFLEET subscription and/or must be connected to LINK device.

Once again:
The TomTom LIVE Services require a subscription to WEBFLEET....
which will cost you much more than stupid live services and in this case can be add for free to WEBFLEET.
TomTom don't want your money for one stupid subscription, if they can do big deal with big transport company.
P.S.
one example from my experience:
I bought 6 months ago new GO9000 for my friend with preinstalled Europe map ver. 8.xx
After connection to TThome: Latest map guarantee refused - unit already activated.
Complain to TT support. Answer: Can't help, unit dedicated for business users, see business TomTom
Complain to business TT support. Answer: Can't help, you are not registewred WEBFLEET user, see your supplier.
Complain to retailer. Answer: Can't help, see TT support.
Complain to mobilescommunity. Answer: No problem, there are links. Download, install, enjoy. :-D
One more thing:
GO9000 is similar to GO940. But when checking network status, you will see error: WEBFLEET NOT activated.
end of story.

Perhaps BiggerDave is right , they just want to bug us
On the other hand ,
If it was present in 701 and gone in 702 , developers may be able to find the different between the two
