In the UK zip file there's one which, when opened shows:-

Not a full answer but from PGPSW:-
"As far as the TomTom units are concerned, it contains information that the HOME application uses.
If a .tlv file is removed it doesn't stop that function from working"
and also from there:-
"From personal experience in the UK, the .tlv files are only used by Home as a sort of "index file". They let Home know where they were downloaded to andfrom and also contain the secription that Home shows you if you click on "More info..."
But I've seen reports from our transatlantic cousins, where they say that sometimes the .tlv file IS needed for US/Canada maps to work if you have copied them to your PC and then back again"

The tlv files have been around eons.
Speedcam info goes in \poi
fuel prices in \fuel_prices
gps position in \ephem (short for empheris if you didn't know)
hotels and other stuff in \poi
voices in \voices etc
They can be removed with no problems, but it is one way TomTom keeps abreast of the versions on your units.
If you need to submit system info to them when they need to fix one of their problems, be wary of doing so if you have "extras" not paid for. (I have a legit 4GB SD Card for this)

thanks , i found the answer
what bothers me most is that you cannot see whats in them , like with .VER
but then again , i dont need Home , so i dont have to be afraid i am watched
