My Tomtom XXL also keeps restarting, should I choose the language and then set the time correctly then it will linger and restart. all formatted clearflach.exe done three times and in between with startup button pressed so reset and then clearflach again but it still does everything off and reinstalled software 9.541 for the XXL and map again part west europe 1030.9519 there and again the same problem also put back to bootloader 0.0001 and restart and reset by pressing the button and then bootloader 5.5279 always the same problem ...

when I reset this tomtom it says at Startup Mode: sleep and normally there is Power Down

the first version 9.510 does the same try ff another 9.510 that I still have on the hd.

the two did not get stuck with setting time either

Without SPEEDCAMS IT WORKS!!! I will try now SPEEDCAMS from 2-10-2018

5 mins later: IT WORKS. The problem seems to be in de SPEEDCAMS 13-6-2019 (or as suggested; Europeans should remove all NON EUROPEAN SPEEDCAMS). Art this moment I am glad that I've a new map. The speedcams problem will be dealing again in 6 months. THXS ALL 4 SUGGESTIONS AND HELP

I don't think it's the date of the speedcams, just an overload and certainly those you don't want/need can be discarded. Just add the speedcams for the country(s) you need them for rather than putting them all in the map folder.
