steps taken
using tt-ativator 1.6 i downloaded 1080 11163 western europe truck ,ttactivator even said it can activate it .for the nav4 (using start 60).
making sure nav4 device is selected .turn off auto extract.
uploaded all ttpkg files to tomtom (no prob)
using tt-activator i download latest meta
copy meta into nav4free (over righting original)
upload meta to device ,with sd card out and tomtom showing connected to pc
do a full restart (drums roll)
try to use said map .tomtom says current map not available (underneath said map says invalid)
ive double checked meta contains correct map .
tt-activator says it can patch it (meta) but it does not work

im doing something wrong ,just baffled as to what.
even downloaded and unzipped to find out what version map is ,its 103160 according to tmeta file
meta even says 103160 version 1080 11163
?
