The traffic.inc file will be created by TT when the device starts.
Your best bet for the mctx.* files is to obtain them from a navcore of 2009 vintage.D.Sec Reviewed by D.Sec on . How to activate traffic [RDS/TMC] on Tomtom units in Australia. Thanks to this forum, I have had some success in updating my maps and speed cams on a Mazda TomTom NB1 system. I am now looking at trying to activate RDS/TMC here in Australia. RDS/TMC service in Australia is offered by a company called SUNA. Up until 2009/10, TomTom units that supported RDS/TMC came with lifetime traffic service with SUNA. Then, for some reason (presumably licensing issue), TomTom decided to stop supporting SUNA ... BUT all previously sold units could continue to use their Rating: 5

Check the page.
Most of these navcores have not been updated for some years now - download a few and grab the mctx.dat file you require.

Test 2 - FAILED
I managed to get tmccodes.dat and traffic.dat from Australia_835_2420 (thanks D.Sec) and mctx.dat from 9.540.2-2040-CAB-navcore-LE.cab. (thanks TomTom13E)
Overwrote tmccodes.dat and traffic.dat
Added mctx.dat and GNS folder to root of sdcard
No apparent change with no traffic bar appearing to the left when I plan a route.
I plan to try and find an older navcore (cira 2009) to use an older mctx.dat and GNS folder.
I am starting to doubt if this solution will work on the MAZDA NB1 builtin car system though. Perhaps it will only work on devices running navcore 9 or earlier?? The fact that there is no mctx.dat file or GNS folder on my original sdcard to overwrite indicates that the way TMC is configured on this system/navcore may be totally different. Comparing the root of my original sdcard to the files in 9.540.2-2040-CAB-navcore-LE.cab have allot of differences.
My original mazda Sdcard 10.854.1663560_ECR9.8-CAB-Fuji file structure looks like this:

Test 3 - FAILED
Worked out how to find and download different NAVCORES. Tried 8.419.xl2009_live_tts.CAB-navcore-XL_LIVE
The mctx.dat and GNS folder were from 2009. Still no traffic bar or apparent change. I'm starting to think that the mctx.dat and GNS folder are irrelevant to navcore 10.854.1663560_ECR9.8-CAB-Fuji (which I am running). Hoping someone out there is running a Mazda NB1 and using RDS/TMC (in a country other than Australia) and can compare the root of their SD card to mine (listed above in previous post). If TMC is working on their system WITHOUT mctx.dat or GNS or other additional files/folder I dont have - then this may not be possible - at least this way. There is always a way :P

From the TMC wiki page: the [SUNA] broadcast is encrypted it does not work on in-car GPS navigation systems that do not have a commercial arrangement with SUNA - TT could have removed the decryption code from your present 10.854 navcore, don't know if you can downgrade to a pre 2009/10 navcore!
