I downloaded and unzipped all 6 .rar files for City Navigator North America NT 2021.20. It created the a folder called "City Navigator" with 2 sub-folders: CNNANT_2021_20_mdr and Product1 and 8 files ending in .mdx, .bat, .TYP, .xml and . log. What do I do with these ? Do I need to make it into a file like gmapsupp.img and if so how do I do it. ?

Tell us what you are trying to achieve, on what device.
What you have downloaded is the .gmap folder use on a PC with Mapsource or Basecamp to create your own maps sets
City_Navigator_North_America_NT_2021_20.gmap should be copied to C:\ProgramData\Garmin\Maps

Thanks for the response. I've copied the ...gmap folder to ProgramData\Garmin\Maps. I want to create maps that I can use on a GPSMAP 66

These maps are designed for those devices with a 2Gb img limit, your device dose not have that issue, just download the entire North America and use an SD card
