Some new (protected) devices need also a patch of the firmware. It's not enough to unlock the map. So the firmware patch for 64s you can download here:

Put the file to your Garmin folder on the device, disconnect and restart it. The firmware update will run and you can use any new maps unless you did another firmware update from official garmin webside ;-)
