The last Garmin TOPO maps for Holland and/or the BeNeLux was released in 2013.
The "...Garmin TOPO Benelux v5 Light..." is made from/with the information of OpenStreetMap ( see below for link ). The fact that Garmin wants money for this free map, is , because you can generate this map yourself for free.

I am actually from Netherlands, so especially the Ne in BeNeLux is important Although Your link works..

TOPO Benelux PRO v2.0 is very old and not up to date!
Try OpenFietsmap, every week a new version!
"OpenFietsMap is a free routable cycling map for Garmin ® GPS units*. The map is based on data from . OpenStreetMap creates and provides free geographic data such as street maps to anyone who wants them."
What is available on OpenFietsMap?
Topographic data with contour lines (5 m interval)
cycling routes, paths and cycling-nodes ('fietsknooppunten')
routable for cyclists and pedestrians (not suitable for car navigation)
address data with housenumber search (complete for the Netherlands, elsewhere incomplete)

I currently mostly use City Navigator maps for road cycling, can I use both simultaneously, or should I pick one or the other?
Looking at what you describe openfietsmap is much better suited for roadcycling, right? What are disadvantages?

The best map material you can use is Openfietsmap, which is weekly with a new update. For walking and cycling use Openfietsmap.
You can use both simultaneously but I prefer Openfietsmap!
