Why is it so hard to find maps from East Asia: Japana, Korea, Taiwan, Hong Kong?

I've found some for Japan (

I've found some for Japan (Garmin GPS向け地形図（無料）のダウンロード | すけログ (http://www.suke-blog.com/garmin-custom-map/) + a Japan UUD torrent) but can't find anything for Korea, or any official Garmin ones for Japan, Korea, etc. Rating: 5
