Searching for 4.60 gcd for 65S I have found the fallowing information on some forums concerning this particular FW version of GPSMap 65S:
"4.60 was the final production release of the software. So yours was produced and loaded with it. Fundamentally it's a factory version of 4.50 there are just some copyright adjustments in the device label information. Devices that were produced before these models show 4.50 as latest. Picture 4.50 as basically just 4.50"
But 4.60 still not available for anywhere on the Net.

Welcome to the forum.
The latest firmware available is 4.50 Garmin has advance what your device is displaying.
I suspect this is a newish purchase, Garmin has previously on other devices advanced the FW version to the next one in the garmindevice.xml so the current version 4.50 installed can't be over written/Patched.
Using the two Patch tools we can advance the firmware version to 4.62 so WebUpdater will be able to update to the phantom 4.60
Please use at your own risk, understanding I don't have this particular device to test myself, but others have and said
