Hello. I have a TomTom PRO 7350 Telematics and I have a question if I can throw him navcore 21.100 so that I can make a patch? Thank you for your interest.

which navcore 17 version have you got ?

TRY WITH THIS :
Pass: MSTMS
you have to do the two steps
1. ... put the original navcore webflet 17.152
then step 2. to put patch into that Pro 7350...

why can't you update your navcore ???
sure you can do it
put your tomtom Pro 7350 into recovery mode and then flash navcore 17.152 using: TTB_ServiceUpdateTool
do it no problems !
