Not if the battery is dead as that's the only source of power. The device cannot run "just plugged in" if it has no battery or a dead one.

Check the USB connector on the GPS.
Mine was broken, had to get a new one soldered.
No USB = No battery charge

As I understand the green light goes on ?
Despite there is power on the device it refuse to start al all
It seems that the power switch is ok because you hear a click, but it could be still possible it won't make a short contact to start the whole device.
There is nothing left then to open the device and measure till where you measure 5volt, start at the usb connector and follow the +
Disconnect the battry first, but I think it's unlikely the battery is shorten the whole system, more likely is you need a new one
When the device is open, watch the microswitch, shorten the two point which normaly are shorten inside the switch
If this is your problem, solder both it won't harm your system, it only start now without using that switch all the time
It's more or less the same as when you set the battery saving option to switch off when disconnected from the powersupply, normaly it start than automatically
    Goodluck

Most common causes of this "green light" problem is a dead battery (because, as I say, the light ONLY shows power getting to the device; not necessarily that it's actually charging the battery) or possibly the hard to find/replace power ic which sometime blows for no reason or because it saw 24 volts or even reverse polarity.

In that case the external powersupply is faulty in which 12 or 24 volt is transfomed to 5 volt, most unlikely you'll see the green light on the device in my opinon

Not only a damaged power-supply can damage the charging-unit. A charging-unit can also be damaged through a totally dead/died battery. And you will see the green light...

P.S. If a fully charged battery does not allow (standalone)operation for at least 20-30 minutes, it should be replaced at the latest!

Green light mean voltage till the main circuit board, most likely till the switch
Even with a faulty battery, in my opinon the device must be able to start
A totaly shorten battery could be maybe a bigger problem, but I won't expect it will block the whole device.
As we've a saying here Meten is Weten en Gissen is Missen, only measuring is the option to know where it went wrong
Due to the green is on, I expect the biggest problem inside the device, but it would be keen to start your measuring at the beginning, the external powersupply
If you're inside the house, I would start at the electric company to see if they are able to support me with 240 volt, sorry, sorry, sorry

Nery doubt - battery is not only power supply, it's also works as big capacitor, whilst powering on device - at this moment giant jump of current occurs. Sure - without battery you'll not be able to start device.

PS If you have your device opened - you can simply test this.

Nothing from op since 14-June so either he's fixed it and forgotten to come back & tell us what/how he did it, or has just given up... who knows?
