I have exactly the same problem and have not found a work around (also have the same problem with the other (newer app) version that around 1.17x).
Maybe TT locked the file to a certain date? I'm going to try finding an old apk from around 2016 which should be the older app (like this 1.4 is) to see if that has the same issue
EDIT:
I have tried version 1.5 and 1.82 (unable to locate v1.1) of the app and they both do the same as the above "no network connection" when I try in air-plane mode... if I enable wifi "can't connect to TomTom, check internet connection"
