I suggest you reply to whoever you're wanting to pm's latest or recent post so he/she sees it saying "trying to pm you but your box is full, please clean up a bit, thanks"

I would imagine you would need a certain number of posts before you could gain access.
I'm only guessing, so please don't quote me on this.

The Private section is just that; a private invitation-only section ONLY for those who have the skill, knowledge and willingness to help crack things (especially for TomTom users).
