That's correct that every unlock code is generated differently. Regardless of whether you've made the sw.unl code correctly, you don't have a detail map in the directory and the program won't work properly without one. You have a basemap and there is also an UNL file for a detail map named GMAPSUPP. You should remove the GMAPSUPP.UNL file and just add a suitable GMAPSUPP.IMG or GMAPPROM.IMG unlocked with any version of gimunlock.exe. The image you posted doesn't show any detail map present.

If it doesn't recognize the sw.unl file my recollection is that the program will still run but in trial mode. It's unclear from your description wheter you've been able to get it to run at all though. Que.exe is certainly what starts the main program.

I have several copies of Keygen, but cannot get any of them to install on Windows 10 PC. I have tried compatibility checks without success. Any advice please?

To run the file just double click (if necessary run as admin) on one of the jetmouse 1.5 copies you have, since this is a keygen you may get a virus warning (false positive) from malwarebytes or similar program...........at your risk, depending on where you got the files from....
What floydo says is right. On Win10, you may need to disable the built-in Windows Defender antivirus or add the JM Keygen to the exceptions list.
Obviously, you would run any potentially "suspect" apps on an isolated pc for security reasons.

If I open the Garmin unlock generator I can type only 4 characters as FID. Am I need to type the fifth character as PID? Or what is the solution?
I use Garmin Unlock Generator 1.5 about 15 years ago.
