Sure, I didn't use RAR to unpack. I used a $ cat file.zip* > file.zip function (in Linux / UNIX) to concatenate and then used the unZip program to unpack however the resulting Zip was erroneous. That was working until recently.
For reference the original post contained a split Zip file zip.001 .. zip.004 containing SID/ and 37xx SID/ folders. Now we have 2 RAR files one for each. So I believe the problem was looking to be real when you stick to the displayed encoding program used. Windows stuff used to package a lot of other encoding format I believe in order to wipe out any competition. Anyway thanks for the update of the #1 original post by argentina2020.
