Yes, there are also installation files.
The author did not enclose this.
So much for this.

SOLUTION:
City Navigator Europe NTU 2019.30.gmap copy into directory Maps\
( Win10 ~ C:\ProgramData\Garmin\Maps )
and then run BaseCamp or MapInstall
- Before that, you allow your computer to show hidden files and directories ...
(Start - Control Panel - Appearance and Adjustment - Researcher's Options - View)
And that's that.
