Many years ago when I asked for Garmin for CN map update they sent to me CD or DVD with this ISO content. I installed the SW and made an update with Mapsource or Mapinstall. After that Garmin changed a way of an update due to ubiquitous highspeed Internet abilities.
I had to download the GMAP folder with maps and also other subfiles needed for gmapprom.img. Mapupdater or later Express had compiled gmapprom.img. It was due to saving place on Garmin server because I had already full GMAP folder for all CN after the initial update and I had needed only specific subfiles for a specific region if I did not have a place for the full coverage in my device. Also for regional updates when Garmin shared only required maps for GMAP and subfiles for a specific region.
Now I notice that Garmin sent to me already ready for use gmapprom.img in all cases both for full map and for regional maps. So GMAP folder is not needed for the update. The reasons probably are Garmin have much space on servers, the increased capacity of SD card with low price not limit space for a map coverage, more simple and reliable process of update without any assembly operation from SW on the user side. But Garmin must keep full and all regional versions of gmapprom.img on his servers, I think he can allow doing it and I can allow uploading slightly much more megabytes to myself. All the more so far from all need in custom mapsets and PC version.

P.S. Only one question I have got. Why does a user need in the monstrous and cranky coffee machine named Express if now he can use the lightweight Webupdater with a simple script for downloading and copying required files to the device?
