I don't understand why to insist on these arguments.
Not all second-hand Garmins are stolen, but all stolen Garmins are second-hand.
If you do not know the PINs, or you do not have the purchase receipt, it is right and proper that this Device remains blocked.
This is what I think, no TIPs should be disclosed to bypass this functionality
